Rocky Top Head RaceROWING AND VENUE INFORMATIONOctober 3, 2009RACING RULESThe regatta will be run according to the 2009 Rules Of Rowing with the exception noted in the weigh-in section. Overnight Boat Storage after the RaceBoat trailers that will be leaving on Sunday may be stored where they are parked on race day. Prior arrangement for this should be made through the organizing committee by notifying the regatta director.Practice SessionsCrews may practice using the same course pattern, including the launch and recovery docks. They must use the docks as they will during the race day. They are not to recover a boat on the launch dock or launch a boat from the recovery dock. Crews may practice on Friday afternoon but may not launch after 7 pm, and must be off the water by 7:30 LaunchingEvery boat MUST have a bow number as well as a number on the back of the cox. Numbers will be distributed with racing packets and are critical for your time to be recorded correctly. Each crew will be allowed 2 minutes on the dock for launching. Crews are to leave the dock as soon as all members are in the boat, move to the center of the river to tie theirshoes and/or adjust their stretchers. Equipment adjustments are to be made prior to approaching the dock. No adjustments are to be made on the dock and those requiring last minute changes will be asked to remove their boat from the dock and launch last in their race window. Two crew members not in the current race are the only support staff allowed on the dock for the purpose of carrying oars and removing other items. Coaches of novice crews may accompany their crew to the launch but must leave the dock as soon as their boat is launched.The StartBoats are to row up to the marshalling area above the start and line up for the start chute in numerical order. Crews should be in the start area 15 minutes before their race. Crews are responsible for maintaining their start position and keeping a safe distance between themselves and other boats. The referee in the marshalling area will direct boats to the start line in 10 second intervals.Race Considerations Right of Way A crew is deemed to be overtaking another crew when it has moved within one boat length of open water of the crew ahead of them. A crew being overtaken should move to the port, or the outside of a curve, to allow the overtaking crew to pass.*** Barge /Riverboat Traffic It is possible that a barge or the riverboat may enter the course during the race. The Chief Referee willl advise the course referees regarding what actions should be taken. If racing must be suspended, the start judge will stop all boats and resume when the course has cleared. The wake from these boats may continue long after they have cleared the course and crew should be prepared for this. Safety Race officials will be stationed along the course and in the area of the local marinas to monitor boat traffic. TWRA and the Coast Guard Auxiliary boats usually patrol the course and monitor the upper and lower ends of the course. In the event of inclement weather (lightening) or other emergencies the Chief Referee will provide instructions. The FinishAfter crossing the finish line crews must continue to row until they are 100 meters past the finish line. Crews will then turn to port and row back along the race course and then into the launch/recovery bad. If a crew has a need to rest before taking their boat to the recovery dock they must move their boat out of the way to avoid a collision with boats following them across the finish line and back to the dock. If a crew is missing a member when crossing the finish line they will be disqualified. Recovery DockThe only people allowed on the recovery dock are the returning crews and their support crew. Hot seating is NOT permitted from the recovery dock. When a crew arrives at the recovery dock they are to disengage their oars, take the boat out of the water and exit the dock. Penalties10 seconds for every buoy that is passed incorrectly10 seconds for interference with another boat at the start30 seconds for being late to the start30 seconds for failing to yield the right of way to an overtaking boat***ProtestAn intent to file a protest must be done to a race official while still on the water immediately after crossing the finish line and before arriving at the recovery dock. After a crew returns to the dock all protests rights are waived. The regatta will consider only one written request from a coach or coaching representative. The protest must be files with the Chief Judge within 1 hour after reaching land and be accompanied by a $25 check to ?The Rowing Club at the University of Tennessee? The check will not be returned to the crew unless the protest is upheld. No results will be posted until the protest is settled and all decisions regarding protests will be completed with one hour of the last race of the day. Hot SeatingHot seating will NOT be allowed at the recovery dock. Any boat needing to change crews must exit the water and join the queue to the launch dock. Boats wanting to hot seat should have the coxswain pick up a card at registration and raise the card when approaching the dock for the dock master to see. That crew will then be given priority to dock and remove their boat. Weigh-InAthletes in the same boat must weigh in together and only need to weigh in one time. Weigh-in times are: Friday 5pm to 7:30 pm and Saturday 7 am to 9 am. at the boathouse breezeway. An arm band will be placed on the arm of each rower and they are to be displayed to the control commission before launching. There will be no boat averaging for lightweights of either gender. Male rowers will have a maximum weight of 160 lb. and female rowers is 130 lb. NOTE: These weights vary slightly from the published Rules of Rowing but have been approved by the local organizing committee.Coaches and Coxes MeetingThe coaches and coxes meeting will be held at 8 pm on Friday, October 2 at the end of the peninsula that runs parallel to the race course. Every team must have at least one coach and coxswain in attendance, but it is highly recommended that ALL coxswains and coaches be present since this is a new course with new race procedures. Be sure to review the course map included with their packet.Entries Tennessee Crew prefers that all registration take place on RegattaCentral.com, whose entry deadline is September 30. After registering online, please pay through RegattaCentral in a timely manner. For manual entries, please contact the Regatta Director. Your entry must be complete for you to receive your race packet.NOTE: Entrants must complete registration materials using the name of the club or school for whom they row throughout the year.FEE FOR LATE CHANGES: Please make final decisions regarding your team?s events at the time you register. Entries received after the deadline of September, will be charged $10 for each boat per event for adding or switching from one event to another. NO BOATS MAY BE ADDED AFTER WEDNESDAY PRIOR TO THE REGATTA. No refunds will be given for scratched boats after fees are paid. Waivers All competitors must sign a liability waiver or have a current one on file with US Rowing. Competitors under the age of 18 years must sign and have a parent or legal guardian sign their waiver. Racing packets will not be released until completed and properly signed waivers have been turned in. For those who register through RegattaCentral, regatta staff will be notified if there is a US Rowing waiver on file for that individual.Entry FeesThe regatta committee has placed a cap of $750 on fees for school crews. Make checks payable to the Knoxville Rowing Association. Singles: $30 per event, per boat Doubles/Pairs $40 per event, per boat Fours: $55 per event, per boat Eights $80 per event, per boat Cancellation PolicyIn the event the regatta course /site becomes unfit or unsafe in the opinion of race management due to weather or unforeseen events, the regatta may be cancelled. No refunds will be given.Classifications Junior: A rower or coxswain who does not attain the age of 19 during the current calender year and who is or has been continuously enrolled in a secondary school this academic year, and is seeking a diploma. Junior Novice: Novice rowers shall be in their first year of competition. Novice coxswains shall be in their first year of coxing. Only novice coxswains may cox novice events. Previous experience is sculling will not count toward a sweep event, and previous experience in sweep rowing will not count toward a sculling event.College Novice: All college novice rowers shall be in their first year of rowing at the college level. College novice coxswains shall be in their first year of coxing at the college level. Only novice college coxswains may cox college novice events. Previous experience in sculling will not count toward a sweep event, and previous experience in sweep rowing will not count toward a sculling event.Collegiate Varsity: College crews beyone the novice level are to compete in championship events. (to comply with the prior Southeast Regional Head Race Series instructions, we have converted collegiate events to championship events.) Championship events may be entered by non-novice boats from clubs, colleges or elite programs. Youth rowers may not enter this event.Masters: Age 27 to infinity, inclusive as of the current calender year, plus USRA approved ?AA? masters category for rowers aged 21 to 26 as of the current calendar year.Lightweight: Men ? Maximum of 165 pounds Lightweight Youth Men ? Maximum of 155 pounds Women ? Maximum ? Maximum of 135 pounds Club-wear Designs All participants in sweep or sculling events must wear the same style and colors, whether T-shirts or other clothing.Merchandise SalesSales of merchandise are permitted by advance arrangement only.
