  Historically, we and others have found that the handicapping we use (based on the GMS method) produces more competitive racing than the USRA method.  You can read about the reasoning behind using this method, different from the USRA method, here: http://www.row2k.com/features/features.cfm?action=read&ID=295.. For some unknown reason, Regatta Central calls the GMS method the 'M' method. No handicapping is applied until rowers reach age 35.
