2019 Red Island Regatta: Sprints and Coastal Racing

 

Welcome to the Red Island Regatta hosted by Rowing PEI. This unique regatta is a hybrid format that offers sprint racing in the morning and a coastal rowing competition in the afternoon. Rowers will compete on two courses located on the Brudenell River. Located next to four-star facilities at the Rodd Brudenell Resort, the Brudenell and Dundarave golf courses and the Brudenell River Campground, the event will be supervised by local volunteers and support staff from East Coast Docks, with First Aid provided by the PEI GSAR (Ground Search and Rescue). 

 

 

 

The 1,000 metre sprint course will travel behind the resort, with a clear view of the finish line. The coastal competition will be a head race, launching from a sand spit, rowing a buoyed course that will be visible to spectators on the shore. For the first time, we will also feature a beach sprint - adding even more excitement to the mix.

 

This hybrid regatta will provide opportunities for rowers to experience three different types of racing, all on the same day!

 

Awards will be given out at the end of the day. There will also be multiple social events, highlighting traditional Island hospitality, including a post-regatta barbeque at the multi-purpose centre.

The non-master races are listed as championship so that rowers can race all together. Awards will be presented for the different categories of Senior, Junior, lightweight as well as the fastest person in the race. We will be asking coaches to let us know which rowers are in each category.

 

Masters may compete in the OMix 8+ as Senior.

Regatta registration fees are charged per seat raced (includes $3.25 RCA and $1.75 Row PEI fees). See table below for seat fee structure.

All cheques are to be made out to Rowing PEI with the details marked as Red Island Regatta. There will be an online registration mechanism. A club may register multiple rowers and provide a single cheque or online payment. *we prefer a cheque at the event if possible!

Note: Coastal Rower Registration

Please register for the 1:00 pm race on Regatta Central. Once registered, flights will be created based upon participation. 

There are a limited number of coastal boats/seats; please register early and efforts will be made to accommodate all requests. Coastal events will be Coastal 1x, Coastal 2x (M/F/Mixed) and Coastal 4x. (M/F/Mixed)

You must wear footwear for the coastal races. Rowers without footwear will not be allowed to compete.

 

 

Early registration is encouraged as entries to this regatta may be capped. If cancellation of this regatta is unavoidable due to inclement weather or for any reason beyond the control of the organizing committee, no refunds will be offered.

 

RULES AND REGULATIONS

 

APPLICABILITY OF RULES 

 

1. Unless otherwise noted in this package, the RCA Rules of Racing will be followed. 

 

REGISTRATION 

 

2. Regatta registration must be completed online through Regatta Central. Each club is responsible for registering their own athletes. All athletes must be in the RCA membership system. No other form of registration will be accepted. 

 

3. The registration must be completed by the deadline as stated in Regatta Central.

 

4. If you are unable to complete registration or have technical difficulties contact [email protected] or [email protected].

 

5. RCA membership numbers of all participants are required. Registration will be verified through RCA and participants who are not registered with RCA will NOT be allowed to participate. US Rowing participants must include their registration number on the entry form as well. 

 

6. Entries will open July 16th, 2019 and close August 16th, 2019 at midnight (one week before coaches meeting).

 

7. Scratches without penalty must be received by midnight August 21st, 2019. Scratches received after August 21st, 2019 will forfeit entry fees. 

 

8. Scratches after racing has begun will be listed a DNS (did not start) and will forfeit entry fees without suitable medical excuse. 

 

9. All substitutes must be listed on the athlete list. Clubs can edit the crew lineups at any point in time up to 1 hour before the start of the race. This allows time to validate the athletes in the RCA database. 

 

10. There will be a coaches meeting the night before the regatta, Friday August 23rd, 2019, at 6:30 pm at the Brudenell River Campground multi-purpose building. 

 

All payments must be received online or by cheque by the coaches meeting.

 

 At this meeting, we will review the race schedule, draw and accept name changes.

 

NOTE: The official safety meeting with the Chief Umpire will be held at 6:00 a.m. Saturday August 24th, 2019 at the multi-purpose building. All coaches must attend. Competitors are strongly encouraged to attend as well.

 

 This meeting will review the major rules of the regatta for both the Sprints and Coastal events.

 

There will also be a Captain’s Meeting for the coastal events at 11:00 a.m. on race day.

 

 

IMPORTANT 

 

11. A race will not be delayed to accommodate a late arriving crew. 

 

12. To avoid potential schedule conflicts, back to back races will not be permitted.

 

13. The number of club entries in each event may be restricted to a maximum of three entries per club in each event. Additional entries may be allowed if space permits. 

 

14. The number of races per athlete will depend on the number of entries and the available seats to be raced. This will be determined by the coach and the athletes.

 

15. Weight categories will only apply to Championship races. Weigh-ins for Championship races will take place from 6-7 AM at the Control Commission. There will be no Coxswain weigh-ins.

 

16. Please be advised that race schedule is subject to change depending on the number of entries per event. 

 

 

17. The course will be open for boats to practice from 4 pm to 7 pm Friday, August 23rd, 2019. Coaches - please check with regatta organizers to make sure the safety boat is on the water before sending out your athletes and let them know when your boats are back in.

 

19. On site security will be provided from 7 pm to 6 am Friday and Saturday as part of the campground staffing. 

 

20. There will be free oatmeal and toast on Saturday from 7:00-8:30 am as well as coffee.

 

21. A lunch will be offered to all officials and volunteers. 

 

22. There will be a free post-regatta BBQ at the activity centre prior to the awards consisting of Island mussels and baked potatoes.

 

23. There will be water filling stations and all competitors and volunteers are encouraged to bring a reusable water bottle. Rowing PEI encourages recycling and will make every effort to make our regatta as environmentally sustainable as possible.

 

24. We are in need of volunteers and it is a great way to experience this event. Parents and others willing to volunteer their time are asked to contact [email protected] or [email protected].

 

CLUB ELIGIBILITY 

 

25. Clubs qualified to participate at the regatta must be in good standing with RCA. 

 

26. International crews (US and abroad) must provide suitable documentation that their club is registered and in good standing with their National Governing Body. 

 

27. All members at the regatta must be represented in consistent club colors. Although it is understood that a variety of rowing uniforms are available such as singlets, uni-suits, etc., officials of the regatta must see a clear consistency in the color and pattern worn by all members, male and female, representing one club. 

 

 

COMPETITOR ELIGIBILITY 

 

28. Competitors must be registered with their National Sport Governing Body and provide suitable documentation with registration (Canadian athletes must submit RCA numbers with registration and US athletes should submit US Rowing numbers). 

 

29. All competitors, including coxswains, may participate in multiple events. Competitors are responsible for allowing sufficient time to race in one event, land, re-queue, and launch in time for an additional event.

 

30. A competitor may compete for his/her club or province or self. 

 

31. Competitors may participate as a member of a composite crew (two or more clubs).
 

32. Coxswains must be registered as competitive rowers with RCA in order to cox in any event. This will be verified with RCA prior to the event. 

 

33. The Rowing PEI Sprints recognizes the following event categories: 

 

JR M/W Junior Men/Women	Under 17 - A rower or coxswain may compete as an Under 17 competitor until the 31st of December of the year in which s/he reaches the age of 16.   2. Under 19 - A rower or coxswain may compete as an Under 19 competitor until the 31st of December of the year in which s/he reaches the age of 18.   3. Under 23 - A rower or coxswain may compete as an Under 23 competitor until the 31st of December of the year in which s/he reaches the age of 22.
SR M/W Senior Men/Women	A rower or coxswain of any age may compete as a Senior.
MM/W Masters Men/Women	A rower may compete as a Master from the beginning of the year during which s/he attains the age of 21. Masters may row both in Master races, the Omix 8+ as Senior, and all coastal events.
Championship Race	Everyone races against each other, awarding the fastest time and then the fastest time by category of rower.
MIX Mixed 50/50 Female/Male	Mixed Events: Is an event in which half of the crew, excluding the coxswain, shall be women and half shall be men. The coxswain may be either sex.
Lightweight Men	Maximum individual weight 72.5 kg

          Lightweight Women               Maximum individual weight 59.0 kg

 

*Novice - Novice competitors must not have raced in a sanctioned regatta prior to August 1st, 2018.

 

36. Age Categories:

The age categories do not apply to the coxswains. The average age of the Masters crew shall be determined by the average age of the rowers rounding down to the nearest whole number.

A Masters crew or sculler may compete in a lower (younger) age category but not in a higher one.

37. Handicapping: If insufficient entries are received or a combined event is planned, the organizing committee will combine age categories and apply the Garret-Zezza system of handicapping will be used. 

The Garret-Zezza system of handicapping will be applied. Expanded tables for this system can be found on page 90, Appendix 7 – Garrett-Zezza Handicap Table of the RCA Rules of Racing Online.

 

38. Coxswains: Coxswains may be of either gender. Age classifications and minimum weights for coxswains will not apply at this regatta. 

39. Meaningful Competition: Rowing PEI seeks to create a rewarding and fun competitive experience. Events with low entries may be combined to provide athletes with racing opportunities. 

. 

 

EVENTS

 

Sprints

 

40.  The launch for the Sprints will be at the Brudenell Marina. That is also where the trailers will be parked.  

 

The start will be at the far end of course, 500 metres from the marina. 

 

Crews are encouraged to leave the dock in enough time to get to the start. 

 

Crews will travel up the Brudenell side of the course, in front of the resort.

 

Warm up and Cool down Areas

 

The warm up and cool down areas are marked on the map with red buoys.

 

The flow pattern is marked with yellow areas.

 

For the warm up, the flow pattern will be up the golf course side and counter clockwise.

 

For the cool down, enter at the end closest to the marina and the flow pattern is counter clockwise.

 

Flow pattern 

 

To get to the start, crews will travel up the Brudenell side of the course, in front of the resort.

 

Please be very aware of the long sand spit at the finish line. You must go around it and then continue up the resort side of the river.

 

There will be a gate placed at the end of the sandspit to ensure rowers do not go onto the course.

 

Crews going up the course are required to stop rowing when a race is going by.

 

There may be other boat traffic on the river, but most of it is on the other side of Brudenell Island. 

 

The sprint course:

There will be a string of buoys across the start line marking the 6 lanes.

 

There are no buoys on the outside.

 

The buoys will be between:

 

Lanes 1 and 2

Lanes 3 and 4

Lanes 5 and 6

 

There are 3 buoys at the 100 metre, 250 metre 500 metre and 750 metre marks. 

 

The finish line will be marked by two black and white buoys. 

 

 

41. Events with 6 or less entries: races will be straight finals. 

 

Events with entries greater than 6:  time trials may be held to determine seeding for A and B finals.

 

Coastal

 

The coastal course is marked in blue. It is 2.8 kilometres.

42. For coastal races, competitors will start next to their boats in the water.

 

Competitors must wear proper footwear or they will not be allowed to participate. This will be strictly enforced after some rowers cut their feet on shells last year. We suggest waterproof shoes or narrow running shoes that you don’t mind getting wet! 

 

43. The coastal course will NOT be strictly triangular shaped. See map for layout.

 

44. Rules for the Coastal course will follow the rules of coastal racing in the RCA Rules of Racing. 

 

45. Rule for Overtaking (passing)

It is the responsibility of a crew overtaking another crew to avoid interfering with the crew being overtaken; a crew which is being overtaken must maintain its course and shall not interfere with the overtaking crew.

If a crew being overtaken obstructs or interferes with the overtaking crew by changing its course or in any other manner, the Race Umpire may penalize the crew causing obstruction or interference or hindrance by awarding a time penalty of 60 seconds or may exclude the crew or take other appropriate measures under the rules.

 

46. Rule for passing at the Buoy

A boat has right of way over another boat at a turning mark if, before either boat begins to turn the mark, it has an

overlap of the other boat and is on the inside of the turn. The right of way shall continue until the turn is completed by both boats. If the overlapping boat is not on the inside of the turn, the boat who is on the inside will have the right of way until the turn is complete.

 

47. Missing a buoy

A crew who has missed a turn buoy may go back around to complete the turn or will be marked as DNF.

 

48. Penalties -    Not giving right of way - 60 sec.

        Missing a turn buoy - disqualification.

 

Objections - Will be heard at the Control Commission immediately upon return from flight up until the start of the next flight.

Beach Sprints

 

Racing will be match racing (2 boats at a time). One rower per crew will be in the water with the boat and oars, the other will start on the beach. 

 

The race starts with a short run to the boat. Then the crew steers through a 250 metre slalom course and return to the beach (total rowing 500 metres).

 

When they arrive back at the beach, one of the rowers from each crew runs to the finish line.

Brudenell Beach Sprint Course

 

This is the beach sprint course in St. Catharines, Ontario, another example of how a beach sprint course is laid out.

 

AWARDS PRESENTATION

 

49. Awards ceremony will be conducted immediately following the last race of the day at the activity centre. 

 

Photography opportunities will be available in the awards area for crews.

 

50. Awards will be given out at the end of the day. 

 

 

BOAT RENTAL POOL

 

51. Coastal boats will be provided for the coastal events. If boats are needed for the sprint events, best efforts will be made to make them available. However, it is recommended that clubs bring their own boats for the sprint events.

 

TRAILER PARKING

52. Please advise the organizing committee of your trailer size (overall length), number and types of boats and approximate time of arrival at the regatta site by August 17th, 2019.  Email this information to the regatta chair: [email protected] or [email protected].

 

53. Vehicles with boat trailers arriving at the regatta site are to check into the regatta control in the activity centre and then unload their boats at their designated site. Sites will be clearly marked on a site map depicting the trailer parking and the boat area to the west of the activity centre and the parking lot.

54. It is anticipated that the trailers once parked will not need to be moved and will be covered by overnight security provided by the Provincial Parks.

55. A Red Island Regatta map for the courses and the regatta control is attached.

CAR PARKING

57. Cars may be parked in one of three parking lots. These parking lots are associated with the Provincial Park and the Rodd Brudenell Resort.  

• The first is located at the resort for rowers staying as a resort guest and is located close to the main building and is a 5-minute walk to the regatta control and boat storage.  

• The second parking lot is associated with the Dundarave Golf Course and is part of the resort parking.

• The third parking area is associated with the Provincial Campground and will be reserved for officials and rowers who are not staying at the resort. These parking spots are limited and are located north of the multi-purpose building where Regatta Control is located.

• Parking on the roads is not permitted to leave room for emergency vehicles whether Fire or EMS.

 

 

BOAT or YACHT DOCKING

58. The public boat launch for safety boats and umpire launches assisting in the running of the regatta will be provided by the organizing committee on request ([email protected]). 

Rowers and regatta officials arriving by water will need to notify the regatta organizing committee by August 16th, 2019 to obtain approval from the use of the Brudenell marina on the day of the regatta.

59. Safety Boats and Umpire Launches will be able to tie up to the outside of the Brudenell Marina co-located with the resort.  

 

WASHROOMS and SHOWERS

60. There are washrooms and showers in the activity centre.

EMERGENCY FACILITIES

61. First Aid is provided at the launch area by the PEI GSAR (Ground Search and Rescue).

CONCESSIONS and AMENITIES

62. As this is Provincial Park facility, there is also a canteen on site which can be open during regular hours of park operations.
