Date:  Saturday, October 6, 2007

Location:  On the Mississippi River in Moline, Illinois just west of the Interstate 74 bridge. The boathouse is located between 17th and 19th Street behind Stoney Creek Inn.  

Course:. This straight course begins upriver from the boathouse (it's a healthy warm-up) and is approximately 2.8 miles in length. The race course follows a walking and biking trail along a parkway. The race is a safe distance from the river's main channel.  Safety boats patrol the entire course.

Participants: All entries in registered regattas must be from member organizations of USRowing.  The only exception to this rule is for single entries.  These unaffiliated single rowers must be full-privilege individual members of USRowing.  The regatta committee is required to verify your membership status.

Entries:   Both Race Registration and US Rowing Waivers will be handled on-line through RegattaCentral.com.  Payment can be made by credit card or check (see web-site.)  Fees are only refundable if a race is scratched.

Entry Deadline:   On-line registration ends Sunday, September 30th If paying by check, payment with postmarks after Sept. 30 will be assessed a late fee of $5 per boat.  Late fees will also apply to all other entries that are received in the mail after Oct. 1.

Schedule of Events:   See on-line schedule.  **Hot seating will not be allowed if it causes a delay of scheduled racing.  Please take this into account when scheduling your events or allow 60 to 90 minutes between races.

Master's Races:  All Masters' races will be handicapped. 

Boat Storage:  Boats and trailers may be stored overnight next to the QCRA boathouse in a guarded area.  On the day of the race, trailer parking will be under the Interstate 74 bridge.  (Map and directions on-line.)

Packet Pick-up & Check-In:  Friday evening from 6:00- 8:30 p.m. at the boathouse.  On Saturday, check-in and packet pick up will begin at 6:30 a.m. at the registration table in the boathouse.  Late entries will be subject to a $5 late fee per boat.

Bow Numbers:  Bow numbers will be assigned and included in your registration packet.  We ask that you please return them to the volunteer at the dock after each race.

NCAA Legislation:  Under recently adopted NCAA legislations, women's teams are not allowed to compete against any crew that has a high school student in it.  So these teams cannot compete against a scholastic crew from a high school or prep school that sponsors rowing as a sport.  They also cannot compete against a high school club/composite program.  They even cannot compete against a rowing club or master's crew that has a high school coxswain in it.  The theory behind this is that competition against a prospect violates the rules against tryouts that are part of NCAA sports, not just rowing.

Race Restrictions:   In order to comply with the NCAA rules, the Local Organizing Committee has put some restrictions on certain races in the regatta.  These are noted on the race entry form.

Definitions (in general):

Juniors:  Any competitor 18 years of age or younger.

Novice:  Any competitor who has been competing for one year or less as of the day of the race. 

Open:   Any age competitor.

Master:   Any competitor 27 years of age or older as of the day of the race.

Mixed:   Must have equal number of male and female rowers in the boat.

Ltwt. Men:       Any male rower weighing no more than 165 pounds.

Ltwt. Women:   Any female rower weighing no more than 135 pounds.

Weigh-in Procedure:  Lightweight crews must weigh-in on the day of the race from 7:30 - 8:30 a.m. Crews must weigh-in together. 

Coaches & Coxswain Meeting:  There will be a mandatory meeting for the coaches and coxswains at 7:15 a.m. in front of the Boathouse.  This is important so please be prompt.

Rules:  This is a USRowing Association registered regatta.  USRowing Rules of Racing will govern all situations unless otherwise specified.

Start:  This race will be using the head race format. Boats should launch approximately 45 minutes prior to the scheduled start time. However, races with large entries should launch one hour prior to start time.  Coxswains should keep about two and a half boat lengths of open water between boats. All competitors will be responsible for arriving at the Marshall's area five minutes prior to the scheduled starting time. The start will be in sequence of bow numbers. At the start, all crews will be in a single line, in numerical order, and will approach the start line "on the fly".

Finish:  Once across the finish line, boats should proceed to the return docks.  Coaches are encouraged to be on hand to direct your crew into the docks.  This is especially important with novice crews and for all crews should the weather become bad.

Passing:   Slower boats must give way to faster boats.

Protests:  All race protests must be made within 30 minutes of the finish of the race being contested.  Any protests of medal awards should be made immediately.

Penalties:  Per USRowing Article VIII rules: 10 sec. per buoy violation, 60 sec. for interference and 10 seconds for late arrivals at the start.

Results and Awards:  Results will be posted as soon as possible.  Medals will be awarded for the top three finishers in each event.  Awards can be picked up throughout the day approximately one hour after the official results have been posted.  A number of traveling trophies will also be awarded for selected races. Don't forget your cameras.  If there is only one boat entered in a race, it will be either be scratched and race fees refunded, the boat will be given  an option of entering another race, or it can row exhibition with no medals awarded.                   

Food and Concessions: The club sponsors a FREE breakfast to all rowers and their coaches on race day from 7:30 - 9:30 a.m.  Throughout the day, there will be snacks, drinks, and sandwiches available for purchase.  There are also a number of restaurants one or two blocks from the boathouse.

Gym Floor Accommodations:   As in past years, sleeping space will be available at Augustana College for a fee of $75 per team.  The PepsiCo Recreation Center, 1025 30th St., Rock Island, IL, is reserved for competitors and coaches.  All groups using the facility must plan to arrive prior to 11:00 p.m. Friday, October 5th and depart by 8 a.m. on race day.  Restroom and shower facilities are available.
