Welcome, Row the Miss Regatta Participants!

     

On behalf of the Two Rivers YMCA Quad Cities Rowing, we would like to extend a hearty welcome you to our 27th annual regatta.  We are thrilled and very proud to offer once again an opportunity for you to compete in what we want to be known as the greatest head race of the Midwest!  Our regatta is set on scenic backwater of the mighty Mississippi and provides the ingredients for a one of a kind event. 

We are privileged to have the support from not only our rowing members but from our community as well.  This event could not be possible without the support from you, as a rower, as well as the many volunteers that make this event possible each year.

General Information

Date:            Saturday, October 13, 2018

                    7:00 AM to 2:00 PM

Location:     Sylvan Boathouse located on the Mississippi River in Moline, llinois.  The boathouse address is 1701 1st Avenue in Moline, IL behind Stoney Creek Inn.

Entries:        Entries are to be submitted on-line at www.regattacentral.com

            

Completed entry packets include:

• Organization Entry Form
• Event Participation Summary Form
• Waivers for each competitor, including coxswains listed in the event participation form
• Check or money order made Payable to Two Rivers YMCA for the total amount shown on the organization entry form

Your organization’s entry packet must be complete in order to receive your race day packet during check-in.  We will acknowledge all entry packets received by the entry deadline or by phone or email.

• Deadline for registration is Wednesday, October 10, 2018  11:59PM
• All payments are due Wednesday, October 10, 2018  at 11:59PM
• No refunds will be given after the registration deadline.

Entry Fees:  The entry fees for the 2018 Row the Miss Regatta are:

                    Singles (1X)            $15 per boat, per event

                    Doubles (2X/2-)       $25 per boat, per event

                    Fours (4+/4X)         $35 per boat, per event

                    Eights (8+)             $50 per boat, per event

 

Waivers:      All competitors in the 2018 Row the Miss Regatta, including coxswains, must sign a waiver, either a U.S Rowing waiver online or a copy of  enclosed waiver form.  Please make duplicate copies of the enclosed form.  Competitors under the age of 18 must have the waiver form signed by a parent or legal guardian.

Trailer Parking:  Trailer parking will occur in the designated areas.  Access to the trailer parking areas will be from 19th Street just West of the boathouse.  Please watch for parking attendants and follow their directions/signage.

Check In:  Team race packets can be picked up between 6:00-8:00AM under the Welcome Tent, next to our boathouse.  Any waivers that have not been turned in or unpaid fees can be taken care of at the Welcome Tent before 8:00AM.

Race Packet: The Race Packet will include a detailed schedule of events, supplemental regatta information, bow markers and bib numbers. Entry fees and waivers for every competitor is an organization must be completed and submitted to the YQC Rowing prior to receiving the packet

Concessions: There will be a concession stand open with breakfast and lunch items for sale from 9 AM-2 PM. 

Practice:      There will be practice times on Friday, Noon to 7:00PM, please note that all crews need to be OFF the water by 7:00PM on Friday.  Please follow all the directions of the dock staff as to launch and recovery during these practices.

Coaches and Coxswains meeting:  Will be held in front of the boathouse at 7:00 am race  day morning.  Your crew’s participation in the meeting is extremely important to the smooth progression of the race day events.  Course information, traffic flow patterns, schedule adjustments, and safety information will be discussed at this time.  All crews will be held responsible for the information delivered at this meeting.

Race Schedule:      The YQCR reserves the right to combine events or to cancel events based on the number of entries received.  Every effort will be made to adhere to the published schedule provided in the race packet.  Should you be required to scratch an entry from any event, registration should be notified at least one hour prior to the published event start time.

Weigh-In:    Athletes will weigh-in when racing as a lightweight.  There will be no weigh-ins for Coxswains.  The weigh-ins will take place in the West boat bay of the boathouse from 7:00AM-8:30AM.

Awards:  First and second place finishers will receive awards.  Check the Welcome Tent for award ceremonies.

Equipment:

1. Bow Balls
2. Footgear release
3. Boat construction for coxswains
4. Bow markers:  Each boat shall have in place a bow marker place card designed the appropriate entry number.  In addition, the bow oarsman shall wear a corresponding bib number.  Bow markers will be distributed with your race packets during check in.  These bow markers are critical for the correct recording of your race time.  All bow markers must be returned after race to the return dock attendant or the Welcome Tent.

All equipment adjustments must be made prior to launching.  Adjustments will not be permitted at or on the docks.  Should you have questions regarding your equipment, please ask during registration and we will be happy to inspect your boat(s) for possible deficiencies.

Bow Numbers:  Bow numbers need to be returned to the return dock attendant or the Welcome Tent.  Any bow numbers that have been lost or damaged will need to pay a $5.00 fee per number.  We reserve the right to withhold awards due to missing bow numbers. 

Dock Master:  The Dock Master will have authority over all docking procedures and will have the authority to assess time penalties against crews who cause congestion in the dock area.

RACE COURSE/REGATTA RULES

Traffic Patterns:    Please see course map for specific traffic-related information.  All Head racing will be conducted in a counter-clockwise traffic pattern with racing occurring from West to East.  All 500m racing will be conducted in the same pattern.  Please use caution when passing through the bridges that cross the course. 

Launching:   All participants are expected to launch a minimum of 20 minutes in advance of the Head Race event in which they are entered.  Crews will be responsible for launching on time; this includes allowing time to get to the starting line in time for the launch.  Any changes to the launch times will be announced.  Events will not be held for late crews.  Please ensure your crews are prompt on the dock and observe a 90 second dock time.

Changes to Events:  Please be aware that the schedule may change, depending on the number of entries.  The regatta committee reserves the right to combine or cancel events based on the number of entries received.  The committee also reserves the right to delay or advance the starting times of any event. 

Bad Weather Back-up Plan:  In the event of inclement weather, we will have the course ready to go for a 500 meter sprint race in the Sylvan Slough.   

Extreme Weather Cancellation Policy:  In the event the regatta course/site becomes unfit or unsafe in the opinion of race management due to extreme weather or other unforeseen events, the regatta will be cancelled.  No refunds will be given.

Hot Seating:  Hot seating will be permitted only from the return dock. The Dock Master must be informed in advance of a hot seating situation.  No events will be delayed for late arriving crews.  Late arriving crews may race the course for time if deemed safe by the starting officials (however, they will not be eligible for a medal).

Open and Collegiate Events:  Any race that is an open/collegiate race cannot have any coxless boats, middle or high school rowers in the event due to NCAA rules.

Starting: The starter will arrange the crews so that crews cross the starting line at approximately 5 second intervals.  Please have your crews’ line up in order of your bow number prior to the start of each race.

Right of Way: A crew is deemed to be overtaking another crew when it has moved within one length of open water of the crew ahead.  On those portions of the course that are straight, a crew being overtaken shall move to the right to allow the overtaking crew to pass.  In cases where the overtaking crew’s position clearly prevents safe passage or where there is insufficient room to yield, passing is not allowed, nor is the crew being overtaken required to yield.  Use caution near all bridges.

PENALTIES

Buoys – Orange buoys mark the boundaries of the course, dividing the race lanes from the warm up/traffic lanes.  Red markers alert of approaching hazards.  A crew shall be penalized 10 seconds for each buoy the crew passed incorrectly.  A crew passes a buoy incorrectly when any part of its hull passes on the wrong side of the buoy.

Start – A crew that fails to yield to crew having proper right of way shall be penalized 30 seconds.  A crew that fails to yield to a crew being properly summoned to the starting area, or interferes with the staging of the start may be penalized 10 seconds by the marshal or Starter. 

Bow Number – A crew that crosses the starting line without its required bow/bib number shall be penalized 60 seconds.

Unsportsmanlike Conduct – A crew that is heard to be using foul language will be given one warning; if heard again they will be disqualified.
