Covid-19 Safety Plan for the Western Canadian University Rowing Championships and Small Boat Invitational Regatta

Burnaby Oct 2 and 3, 2021 (V6)

BACKGROUND:

This plan is based on and is consistent with guidelines from Rowing BC, Rowing Canada Aviron, the University of British Columbia and the latest direction from ViaSport BC, WorkSafe BC and the BC Center for Disease Control (BCCDC).  The plan also complies with Covid-19 guidelines by the City of Burnaby for the regatta venue.

TheLocal Organization Committee (LOC) for this regatta comprises:

  • Mike Pearce, Regatta Chair and Head Mens Rowing Coach, University of British Columbia
  • Craig Pond, Head Womens Rowing Coach, University of British Columbia
  • Vince Amodeo, Thunder Rowing Club Head Coach
  • Peter Klinkow, President, Burnaby Lake Rowing Club, Covid-19 Officer

Any regatta participants who do not follow the procedures will be asked to leave the regatta venue.

Goal: To protect the health and safety of Regatta athletes, coaches, coaches, umpires and volunteers (collectively, the regatta participants) and to protect the health of our communities by preventing the spread of COVID-19.

COMMUNICATION PLAN:

This plan is approved by the Local Operating Committee and shared with the regatta participants. It will be updated if necessary and changes communicated to participants via Regatta Central.

FOOT TRAFFIC PATTERN (see diagram attached below):

Parking Area, Staging Area, Field of Play, and Spectator Area:

Parking for umpires and race officials will be reserved in the parking lot adjacent to the pavilion.  Parking for all others will be in the gravel parking lot on Roberts Street. 

It is our expectation that only healthy double vaccinated people will be permitted to participate in the regatta as an athlete, coach, official or volunteer. We will make this point clear in all our correspondence with teams, with the head umpire and volunteers.

The pavilion washrooms will only be available to athletes, coaches, officials and volunteers. All will need to show proof of vaccination for entry. We will be providing wrist bands for those with proof of vaccination so they will be able to reenter throughout the regatta.

Spectators will not be able to access the pavilion for washrooms. Portable toilets for spectators will be in the parking lot.

The spectator area is the walkway at the east end of the concrete pier that stretches along the length of the old grandstand area (currently fenced off).

KEY COMPONENTS OF THIS PLAN ADDRESS:

DAILY HEALTH CHECK

All individuals on site at the event are expected to complete a daily health check. We will make it clear in the regatta package that anyone with any symptoms should not come to the regatta site. 

CONTACT TRACING STATION

  • Visiting teams must email a list of all their athletes, coaches and support people to the LOC before the event. All people on the list are expected to be double vaxxed
  • A copy of this list will be printed at left at the Screening Tent for the COVID Contact Trace Checker (CTC) (this is a UBC person on Saturday)
  • Athletes, coaches and support people need to check-in at the tent upon arrival to the lot.
  • The CTC will verify their status by their passport on their photo + ID
  • If they pass, they will be given a wristband for the day
  • If any athlete, coach, support person, officials fail to verify their double vax status they will be denied entry to the regatta site
  • Spectators and volunteers will need to check in with the CTC to leave their name and phone #, verify their double vax status and get a wrist band. If they fail to verify their double vax status they will be denied entry to the regatta site

MASKS

It is recommended that regatta participants in high traffic areas, or who are in close proximity to others, wear a mask. Masks are to be worn at all times in the pavilion.

HYGENE, CLEANING AND SANITIZING

Hand sanitizer will be available at the entrance way at the foot of the concrete pier, the entrance to the pavilion, the umpire staging area in the pavilion, the control commission and the finish tent.

Frequent hand washing is encouraged.

Hand washing facilities will be available in the washrooms in the pavilion.

LOCAL REQUIREMENTS

The City of Burnaby currently limits attendance in the pavilion to 50 people (25% of capacity). This will be accomplished by limiting use of the hall to umpires, volunteers and officials. Athletes will have access to washrooms only.

WATER RESCUES

This procedure applies to safety boats and umpire chase boats to the extent they are actively involved in a water rescue. If an athlete in the water wants or needs to enter the rescue or chase boat, all individuals in the boat must immediately mask-up. Masks will be provided by the LOC.  If possible, the athlete should put on a mask provided by the rescuer prior to entering the boat.  If not, the athlete should put on a mask immediately upon entering the boat. The rescuer should ask the athlete if she/he has exhibited any Covid symptoms and in the event the athlete is at risk, both the rescuer and the athlete must leave the venue immediately upon returning to the dock.

STAY AT HOME IF YOU ARE SICK

All regatta participants are responsible for watching for symptoms of COVID-19. These include, but are not limited to, cough, fever, shortness of breath, sore throat, stuffy nose, loss of sense of smell, headache and/or fatigue.
